What is HB 3870?

Appropriates moneys from the General Fund to the Oregon Business Development Department for distribution to local governments and other entities for purposes related to public safety. Declares an emergency, effective July 1, 2025.

The reason for HB 3870?

We are currently grappling with a pressing budget shortfall, a matter of utmost importance that directly affects all of us. The Sheridan Fire District’s ambulance service area struggles to balance revenue and expenditures, primarily due to the shortfall of Emergency Medical Services (EMS) fees for service and our limited taxation capability. It’s imperative for us, as a community, to grasp the gravity of the multiple factors contributing to this situation.

The Plan if Awarded?

As a reminder, we advocate for stability/sustainability within the Sheridan Fire District; we do not advocate for growth or increases in line-item funding or spending. We are specifically requesting survival assistance. We plan to use this emergency funding to pay off debt, apply some of the money to our non-existent cash carryover operational funds to make it to next November 2025, and use the remainder to adjust our operational budget to support our subsequent 2026 potential levy request increase. By supporting our operational budget, we will decrease the need to request a larger raise in taxation at the next levy vote.
